The purpose of this Resolution is to establish a permitting process for certain special events occurring within Hocking County in order to promote proper planning, coordination, emergency access, traffic safety, public safety, and the general welfare of residents, visitors, and event attendees.
WHEREAS the Board of County Commissioners of Hocking County, Ohio recognizes the importance of public events in fostering community engagement, cultural expression, economic activity, and tourism within the County; and
WHEREAS certain large-scale events may create substantial demands on emergency services, law enforcement, fire protection, emergency medical services, traffic control, public roads, and other public resources; and
WHEREAS Hocking County has experienced events that have resulted in traffic congestion on public roads, private drives, and other areas not designed to accommodate large volumes of vehicles or persons; and
WHEREAS such conditions may hinder the ability of first responders to assist residents, visitors, event attendees, and others in need of emergency assistance; and
WHEREAS the County has a substantial interest in ensuring that certain special events are planned and coordinated in a manner that protects public health, safety, and welfare; and
WHEREAS the purpose of this Resolution is not to prohibit lawful events, but to establish a reasonable permitting process for events that may require advance coordination with public safety agencies;
WHEREAS this document authorizes the Director of the Hocking County Emergency Management Agency to administer and oversee this process. We, the Board of County Commissioners of Hocking County, Ohio, approve this document for its intended purpose on July 9, 2026.
